I have a very particular situation where a target system interfaced via
SOAP may or may not be available.

If it's not there, the remote SOAP interface does respond, but it
responds with an error saying the downstream system is not available.

The events are lost as IDM has already sent the event, but got back an
error.

I was hoping I could have another SOAP driver that periodically polls
the remote system to see if its up, and if its not then stops the first
driver, then use the workorder to try again in 30 mins.

I know I could use dxcmd via a command driver or similar but I was
wanting to know if there is a java call I could make to stop and start
another driver.

Any suggestions?
