Today I had an issue where for one DC the Password sync applet reported
"Running", but test showed it was not working.
After a reboot the password filter worked fine again (it had worked before).

For troubleshooting i ask these questions:
* Can only the password filter be restarted?
* Are there any additional log's where one can see proper working (or
failure) of password filter
* How can one determine which DC the client uses, or even better used, for
the password change request
