As always a trace (not log messages, completely different) is required
to see what specifically is happening but the error tells you already
that you are veto-ing the event in policy in the Creation Policyset so
check there and look for do-veto() commands and figure out which would
be fired with the document you are sending through (this is a lot easier
with a trace but if you know the document perfectly you can do it without).
