I took this driver and imported in to QA.
Here is what I'm doing.
Select add new driver --> Select the xml file exported from DEV --> When
asked me to provide name for driver i select existing driver name so that
new driver creation wizard won't create new driver but update existing

I don't know why its not updating Filter but its updating other policies
