I find it difficult to believe that there "is no upgrade path from OES10
SP2 (32 bit) toe OES 11 SP1 (64 bit)". Are you sure about that? Have you
tried asking in the OES support forums about this, because it seems like
there should be an upgrade from OES2 to OES11.

If not, then you're going to have to find out what services are using the
IP address. You'll have to the migrate your data off the OES2 server to
some other server elsewhere, and decomission the OES2 server. Then you
can install your new OES11 server using the old IP address (and name, if
you want). Optionally, you can then migrate your data back to the new
OES11 server. While this is going on, the services using the IP address
directly will be affected.
