As I recall the fancy version of WebCT is running a big Oracle database
on the backend. While I have never played with the configuration you
mentioned if you can find the table(s) with user data in Oracle it
should be fairly trivial to either synchronize directly (via a view) or
indirectly (via an intermediate table with triggers) to that table. Be
sure to test so you don't have any extra excitement as I seem to also
recall that, because of the Oracle-choice of DB, WebCT Vista is very
expensive.
