We have a user, has a password policy assigned. Has an expired password
and no challenge set. When this user first logs into UA, it has them
setup a challenge set and a hint, but never has the user reset their
password. Even on subsequent logins, it pops up the Grace Login message,
but never requires the password reset.

When the same user logs in to iManager, they see the password reset

If we try with a user who has a challenge set, but an expired password,
it does display the reset page.
