Having surmounted several hurdles, I now find myself confronting
something new...

I have a collection of PRDs now defined for people to be able to submit
attribute changes for approval. For an example, office telephone number.
The approval goes off to our telephone maintenance people, who have to
approve it, then the Telephone Number attribute on the submitter gets
updated. Works great.

Now I need to find a way for somebody to be able to submit these PRDs
for somebody else. As an example, think "department secretary"
submitting changes for her boss, because the boss is far too
busy/important/pointy-haired/whatever to do it for himself.

This is somewhat the reverse of the "Team" setup. I see how a team could
be built to allow a team leader/manager/boss to submit changes for his
team members. I need sort of the opposite of that.

To make this even more interesting, I have no link between these two
people. There are no Manager / Employee relationships to make use of
(our HR system doesn't track these, so I can't get them). I'll probably
end up with a list of people (could be maintained in a Group object)
that need to be able to submit PRDs for other people.

Any ideas? I can't think of a way to do this.
